Lurae Stuart - Director

Lurae Stuart specializes in public transportation with specific knowledge of bus and waterborne operations, maintenance and infrastructure. She has over 20 years experience with a variety of transportation issues in both the public and private sector. She is a Director at Good Harbor.

Prior to joining Good Harbor, Ms. Stuart was a Senior Program Manager with the American Public Transportation Association in Washington D.C. Her management of a Bus Technical and Standards Development project included consensus-based efforts in bus, rail, commuter rail, ITS, security, accessibility, procurement and fare collection technology. She was also responsible for all bus and waterborne-related programs, including technology, maintenance, operations, propulsion and environmental impact.

Before this, Ms. Stuart worked as a Contract Administrator with the Project Performance Corporation, a consulting firm specializing in environment and energy issues. There, she prepared, negotiated and administered contracts including government contracts related to IT security and environmental services. Ms. Stuart also worked with the Tri-County Metropolitan Transit District of Oregon as a Capital Projects and Senior Procurement Specialist. Her work included program management of a bus maintenance project, fleet management services and vehicle procurement.

Ms. Stuart earned a B.S. from George Fox University and is certified by the Federal Transit Administration in contract administration, third-party contracting and contract negotiation.
