DAVID DECARLO
 

DAVID DECARLO – Associate

David DeCarlo is an Associate at Good Harbor focused on risk management and security master planning projects. He also works on researching investment opportunities in the areas of homeland security, alternative energy, and renewable fuels for Good Harbor and its associated investment funds.

Mr. DeCarlo graduated Summa Cum Laude and Phi Beta Kappa from Yale University with a B.A. in Economics. He has served as an intern for the Office of the U.S. Trade Representative in the Americas Office where he supported the negotiations of U.S. trade deals with Colombia, Peru and Panama. During this time, Mr. DeCarlo assisted in the preparation of amendments to the U.S.-Peru Trade Promotion Agreement and authored letters to the Mexican government on NAFTA enforcement issues. Mr. DeCarlo also worked in Monterrey, Mexico for the government of the State of Nuevo León on strategic projects to promote regional economic development. While in Mexico, he conducted independent research that led to a senior thesis on the impact of trade liberalization on Mexican migration to the U.S. Mr. DeCarlo has also served as an international observer of legislative and municipal elections in El Salvador.


ETHAN APPLEBY
 

ETHAN APPLEBY – Associate

Ethan Appleby is an Associate at Good Harbor, where he focuses on safety and security master planning initiatives, specializing in museum security. He joined Good Harbor in February 2008 and is based in Abu Dhabi. He previously consulted on security-related issues with Deloitte Consulting and the MITRE Corporation.

While at Deloitte, Mr. Appleby supported the Transportation Security Administration in the development and implementation of their strategic plan to reach the congressional mandate of 100% screening of all air cargo traveling on passenger planes. He focused on developing tamper-evident technology and facility standards for a new air cargo security program.

During his time at MITRE, Mr. Appleby conducted research in support of organizational development in the Department of Homeland Security's aviation sector. He spearheaded a partnership with the Transportation Security Administration and Federal Aviation Administration that produced a dynamic tool to improve information sharing within Department of Homeland Security.

Mr. Appleby holds a B.A. in Economics and Psychology from the University of Virginia and spent a semester of study at Oxford University. He is a Certified Institutional Protection Manager by authority of the International Foundation of Cultural Protection Professionals.


DANIEL CASEY
 

DANIEL CASEY – Associate

Daniel Casey is an Associate at Good Harbor. He focuses on emergency management, risk management and critical infrastructure protection and is a geographical information systems (GIS) specialist supporting multiple Good Harbor projects in the United Arab Emirates. He is based in Abu Dhabi, United Arab Emirates.

Mr. Casey joined Good Harbor after earning an M.S. in Engineering Management from George Washington University's Institute for Crisis, Disaster and Risk Management (ICDRM) at the School of Engineering, where he focused on Crisis, Emergency and Risk Management. At George Washington University, he served as a GIS assistant supporting ICDRM's work on the Federal Emergency Management Agency's (FEMA) catastrophic earthquake planning for the New Madrid Fault Zone. While earning his M.S., Mr. Casey worked at the U.S. Army Corps of Engineers' Institute for Water Resources as a GIS specialist. In this role he enhanced the Institute's GIS capabilities, supported the Corps Recreation Department, and provided project management and technical support for an on-going deep draft navigation economic analysis project.

In addition to his M.S. in Engineering Management from George Washington University, Mr. Casey also holds a B.A. in History from the University of Pennsylvania.


DANIELLE CRAWLEY
 

DANIELLE CRAWLEY – Associate

Danielle Crawley is the Human Resources Coordinator at Good Harbor. She assists all new employees with benefits administration including health insurance and 401K enrollments. Danielle also tracks open positions, job descriptions, applicants, and interview scheduling. She manages the company compliance with labor laws and Human Resource procedures.

Ms. Crawley graduated from George Mason University with a B.A. in Anthropology and French. She is currently pursuing a certification in Human Resource Management.


LINDSAY FINKEL
 

LINDSAY FINKEL – Associate

Lindsay Finkel is an Associate at Good Harbor Consulting where she focuses on researching investment opportunities and assists the Finance team on internal operations.

Prior to working at Good Harbor, Ms. Finkel worked at Merrill Lynch in the Global Private Client Group, supporting the firm’s financial advisors in managing client portfolios. After working at Merrill Lynch, she worked as a Summer Intern Analyst in the Investment Banking Division at FBR Capital Markets.

Lindsay will earn her B.B.A. with a concentration in Finance and Marketing in May of 2009 from The School of Business at The George Washington University.


JENNIFER GONZALEZ
 

JENNIFER GONZALEZ – Associate

Jennifer Gonzalez is an Associate at Good Harbor, where she works in support of the firm’s security risk management and investment practice areas.

Prior to joining Good Harbor, Ms. Gonzalez served as an intern with the Committee on Foreign Investment in the United States (CFIUS) at the U.S. Treasury Department, where she conducted original research on the impact and effectiveness of the Foreign Investment and National Security Act of 2007, particularly as it deals with the regulation of sovereign wealth funds in foreign investment transactions. Ms. Gonzalez’s service with CFIUS also included participation in various high-profile investigations relating to acquisitions of critical U.S. infrastructure by foreign firms. Ms. Gonzalez has also worked as a legal analyst at a leading global law firm specializing in bankruptcy, business restructuring, and complex business litigation matters.

Ms. Gonzalez is currently pursuing a Master of Science in Foreign Service at Georgetown University with a concentration in international commerce and finance. She holds a Bachelor’s degree in Political Science and Spanish from Wellesley College.


ERIC JOYCE
 

ERIC JAMES JOYCE – Associate

Eric James Joyce is an Associate at Good Harbor, where he specializes in critical infrastructure protection, homeland security, and counterterrorism. With nine years of applied experience in the United States Army both in peacekeeping operations and full spectrum combat operations, Mr. Joyce consults principally to foreign clients within the areas of risk assessment and mitigation, emergency preparedness and crisis management, and strategic planning. He serves clients in the oil and gas industries within the Middle East Gulf Coast Region and is headquartered in Abu Dhabi, United Arab Emirates.

Prior to joining the Good Harbor team, Mr. Joyce served for five years as a U.S. Army Infantry Officer, specifically as a Platoon Leader, Company Executive Officer, and Battalion Assistant Operations Officer to include a 13-month deployment as part of Task Force Deuce in support of Operation Iraqi Freedom III in Mosul, Iraq. While deployed, he helped plan, implement, secure, and execute the first ever successful free-election in Mosul. For their actions during that tense period of time, his Battalion was awarded the Valorous Unit Citation. Mr. Joyce was personally awarded the Bronze Star for actions in combat. He earned his commission as a graduate of the United States Military Academy at West Point.


EMILIAN PAPADOPOULOS
 

EMILIAN PAPADOPOULOS – Associate

Emilian Papadopoulos is an Associate at Good Harbor, where he focuses on safety and security master planning initiatives, specializing in public transportation security. He serves clients on a range of risk management, urban planning, and critical infrastructure security initiatives.

Mr. Papadopoulos joined the firm in August 2008 after serving as a summer associate in 2007 and an external consultant in 2007-2008. During this time, he co-authored a report on passenger rail safety and security entitled, Securing Passenger-Rail Against Terrorism: Recommendations for Plan Abu Dhabi 2030.

Before joining Good Harbor, Mr. Papadopoulos completed a master’s degree in public policy at Harvard University’s Kennedy School of Government. He specialized in negotiations analysis and in international security. While at the Kennedy School, he served as a course assistant to Richard Clarke and Rand Beers. He also co-authored the introduction to Terrorism: What the Next President Will Face, a volume of The Annals of the American Academy of Political and Social Science published in July 2008.

Before enrolling at the Kennedy School, Mr. Papadopoulos worked in Canada’s Department of Foreign Affairs and International Trade, where he developed lobbying strategies for advancing Canada’s security and trade interests in the United States. He previously worked in public relations at the Canadian Embassy in Washington, D.C. Mr. Papadopoulos received his bachelor’s degree in political science and history from the University of Toronto.


HEATHER SAVAGE
 

HEATHER SAVAGE – Associate

Heather Savage is an Associate at Good Harbor, where she focuses on maritime strategy development and counter-terrorism and international crime issues. Ms Savage relocated to the UAE from Australia in early 2007 and has worked in both Dubai and Abu Dhabi, where she is now based.

Prior to joining Good Harbor, Ms Savage worked for a Dubai based security consultancy where she specialised in security risk management and business continuity planning. Previous to this Ms Savage consulted to a multi-national security technology company located in Abu Dhabi where she advised on a broad range of transnational crime and international law enforcement issues.

While living in Canberra, Australia, Ms Savage was engaged by the Australian Government Attorney-General's Department where she worked in the Counter-Terrorism Branch coordinating the development of domestic counter-terrorism policy as well as managing several high level inter-departmental counter-terrorism committees. Following this, Ms Savage worked in the International Crime Cooperation Branch where she liaised with foreign governments and law enforcement agencies in the management of serious criminal cases involving drug trafficking, money laundering and terrorism.

Ms Savage holds a Bachelor of Social Science with a double major in Politics and International Relations from Curtin University, WA.
