R. KRIS COLEMAN
 

R. KRIS COLEMAN – Principal

R. Kris Coleman is an international security consultant who has been involved in security operations for over 18 years. He is a former Special Agent with the Federal Bureau of Investigation, has served as an Intelligence Officer with the Central Intelligence Agency, and has managed a private security consulting practice.

Prior to joining Good Harbor he was the president and founder of Red Five Security LLC. Red Five Security has provided executive security consulting, investigative support, and protective services for both the private and government sectors since 2005. Mr. Coleman directed foreign risk assessments and provided protection training for a major U.S. retailer. He consulted on VIP operations at a major international airport and supported high-priority training requirements for the U.S. Government.

Mr. Coleman served as the Director of Protective Operations for a Fortune 100 company in the U.S. He was responsible for the daily protective operations for the Chairman/CEO. In addition to leading the primary mission of protection, he also completely re-engineered the protective function. His legacy includes the worldwide integration of all protective operations of multiple residences and office locations, fixed and rotary wing aircraft/FBO operations, and maritime assets.

Mr. Coleman’s U.S. Government career culminated with the FBI. As a Special Agent he successfully investigated international organized crime, foreign counterintelligence, and international terrorism. He was the Co-Case Agent for the 9-11/PENTTBOM investigation in the San Francisco Field Office. As a member of a FBI Regional Enhanced SWAT Team, he conducted numerous high-risk warrant entries, assessed threats against infrastructure and high profile government officials, and provided police training. Additional SWAT duties ranged from consulting for the motion picture industry to securing National Special Security Events such as the 2002 Winter Olympics.

He began his U.S. Government career with the CIA and spent ten years conducting intelligence and security operations around the globe. He conducted threat assessments and security support to key U.S. allies. As a member of the CIA’s Clandestine Service he ran WMD counter proliferation operations, conducted numerous protective operations in high-threat areas, and provided security support for the 1994 Winter Olympics. He led protective advances for Directors of Central Intelligence, and established the Counter Assault Team.

Mr. Coleman holds a Bachelor of Science degree in Public Administration from the University of Arkansas. He has been awarded numerous citations and awards from the FBI, CIA, IRS, and the Department of State to include a citation for “actions, bravery, and sacrifice in the line of duty.”


GLENN P. AGA
 

GLENN P. AGA – Managing Principal

Glenn P. Aga is the Managing Principal at Good Harbor Consulting responsible for domestic and international business operations. Mr. Aga is a multi-industry professional security and intelligence consultant advising U.S. government, foreign government, and corporate clients on a range of issues including corporate security risk management, information security technology, and emergency and crisis management.

Mr. Aga is a former U.S. Air Force intelligence officer with overseas crisis experience in the Middle East, Africa, and Balkans. He also served in the White House as a Military Social Aide, the National Reconnaissance Office, the Office of the Secretary of Defense, and the State Department's Bureau of Intelligence and Research. Functionally, he has supported and applied technology for counter-terrorism operations, United Nations peacekeeping operations, and served as an all-source intelligence analyst on global chemical and biological weapons capabilities.

Following his military service, Mr. Aga joined the corporate world, first as Director of Middle East and North Africa business affairs in over 25 countries for ORBCOMM, a satellite communications company. Then, he spent four years at Oracle Corporation (ORCL). While at Oracle, he developed a highly successful consulting practice focusing on space and intelligence systems security for major defense industry corporations in the Western United States.

Mr. Aga is a former Public Safety Commissioner in Orange County, California, where he advised local government leaders on first responder, emergency preparedness, and crisis management issues. In this capacity, he advised U.S. Department of Homeland Security Lessons Learned Advisory Council from 2004-2006.

Mr. Aga holds a B.A. in International Relations from the American University’s School of International Service in Washington, D.C. He obtained concentrations in Contemporary Middle Eastern Politics and Economics. He has returned as a guest lecturer at the School of International Service on intelligence policy, and has also studied at the U.S. Foreign Service Institute. In 2004, Mr. Aga contributed to the Century Foundation book, Defeating the Jihadists.


NICHOLAS BAHR
 

NICHOLAS BAHR – Principal

Nicholas Bahr is a Principal at Good Harbor and leads the Surface Transport practice. He serves as the company’s lead subject matter expert in transport safety and security and is based in Abu Dhabi. Mr. Bahr has more than 23 years experience in system safety, security, resilience assurance, and risk management in the transportation, energy, manufacturing and aerospace/defense industries. Prior to joining Good Harbor, he was the Booz Allen Hamilton Safety, Security, and Risk Management Transportation business leader for U.S. domestic and international clients.

Over his career, Mr. Bahr has conducted detailed technical risk assessments including new rail vehicle designs, design and operations of new safety technologies, implemented safety management systems in aviation regulatory oversight programs, and safety analyses for NASA space craft. After a high-profile rail accident in Australia, he led an international team conducting a safety management systems audit of both the rail regulator and railway, which is now considered the "new international gold standard" for safety management systems audits. He also developed and conducted the first-ever counter-terrorism assessment for the US transit industry, leading a team conducting counter-terrorism assessments of the 37 largest US transit properties, including for the 2002 Salt Lake City Winter Olympics. Recently, he provided strategic transport security planning for the London 2012 Olympics. His client engagements range from risk strategy for government and commercial senior executives to detailed risk assessments for front-line management.

Mr. Bahr is author of the book System Safety Engineering and Risk Assessment, used as a graduate-level textbook at various universities. Currently, the US FAA Flight Standards Services uses his book as their primary system safety model. He is the past Chairman of the Security Risk Management Standards committee of the American Public Transportation Association, is a US delegate to the Pan American Association of Engineering Societies, and is ex-Vice President for North America for the Committee on Maintenance Engineering. Mr. Bahr is fluent in English and Spanish and speaks conversational Portuguese.


Kiersten Todt Coon
 

KIERSTEN TODT COON – Managing Principal

Kiersten Todt Coon is Good Harbor’s Managing Principal for U.S. Operations. She oversees U.S. Operations and develops risk and crisis management solutions for IT, infrastructure, and homeland security clients in both the public and private sectors. She has served in both the executive and legislative branches of government and, most recently, worked with CEOs to leverage the expertise of the private sector to address government challenges.

Prior to joining Good Harbor, Ms. Coon worked for Business Executives for National Security (BENS) and was responsible for BENS' work on integrating the private sector into emergency management capabilities and developed and executed port and cyber security projects. Before BENS, she was a consultant for Sandia National Laboratories and worked with the California Governor's Office and Bay Area Economic Forum to develop the homeland security preparedness plan for the Bay Area. While living in California, Ms. Coon was an adjunct lecturer at Stanford University and a frequent guest lecturer at the University of California, Berkeley's Goldman School of Public Policy.

Ms. Coon has served as a Professional Staff Member on the U.S. Senate Committee on Governmental Affairs (now the Committee on Homeland Security and Governmental Affairs); she worked for the Committee Chairman, Senator Joseph Lieberman, and was responsible for drafting the science and technology, infrastructure protection and emergency preparedness directorates of the legislation to create the Department of Homeland Security. She also served as Senator Lieberman's Appropriations Director.

Before working in the Senate, Ms. Coon served in Vice President Gore's domestic policy office and was responsible for coordinating federal resources with locally-defined needs, specifically focusing on the energy crisis in California and housing issues. She was also a senior policy analyst at the Office of National Drug Control Policy and advised Director Barry R. McCaffrey on demand-reduction issues.

Ms. Coon graduated from Princeton University, with a degree in public policy from the Woodrow Wilson School of Public and International Affairs. She holds a master's degree in Public Policy from the John F. Kennedy School of Government at Harvard University and was selected to be a Presidential Management Fellow in 1999. She is currently a Term Member of the Council on Foreign Relations.


MIKE EDGERTON
 

MIKE EDGERTON – Principal

Mike Edgerton is a principal with Good Harbor with over 20 years experience with maritime security, security risk management, critical infrastructure protection, and crisis management. During his military career in the U.S. Navy and U.S. Coast Guard, he served in operational positions as well as key positions pertaining to maritime and port security.

Mr. Edgerton began his military career as a U.S. Navy Surface Warfare Officer. He served on multiple deployments with carrier battle groups attached to the U.S. Second, Sixth, and Seventh Fleets. In the Coast Guard, Mr. Edgerton served as the Chief of the Port Security Branch at U.S. Coast Guard Headquarters and served as a Coast Guard representative at the Interagency Commission on Crime and Security in U.S. Seaports. Further, he managed the Coast Guard’s Foreign Port Assessment program, conducting port security assessments in Europe, Africa, Asia, and the Middle East. Mr. Edgerton also served as a primary U.S. expert on maritime piracy and participated in several international fact-finding and diplomatic missions to Southeast Asia. Mr. Edgerton has extensive crisis management field experience and has served as an Operations Section Chief for real-world security contingencies as well as major security exercises. Mr. Edgerton also served as the Chief of Operations for operational Coast Guard units in Long Island, NY and Connecticut during and immediately after the terrorist attacks of September 11, 2001.

After leaving military service, Mr. Edgerton was employed by the Coast Guard as a Port Security Specialist where he focused on interagency coordination and risk management and served as Vice Chair of a regional Area Maritime Security Committee. He then joined C & H Patriot Security as Assistant Director, Transportation Security. In that position, Mr. Edgerton provided international consulting services regarding the implementation of the International Ship and Port Security Code as well as risk management principles. Further, he has provided advisory services to domestic clients regarding the implementation of the Maritime Transportation Security Act of 2002. He has written several articles regarding maritime security that have been published in professional journals. Mr. Edgerton received his undergraduate degree from Bucknell University and a Master of Science of Strategic Intelligence from the National Defense Intelligence College. He is also a graduate of the U.S. Naval War College.


Peter Fippinger
 

PETER FIPPINGER – Principal

Peter Fippinger is a Principal with Good Harbor Consulting based in Abu Dhabi UAE, where he specializes in strategic development projects related to maritime security, safety, and environmental sustainability. He has over 15 years of applied experience in science, management and policy of ocean and coastal issues, and for the last eight years has served as a consultant and senior policy advisor to a broad range of clients, including legislative and executive branches of government, intergovernmental organizations, non-profit organizations, and private sector.

Prior to joining Good Harbor, Mr. Fippinger most recently served as the Senior Policy Advisor to the National Oceanic and Atmospheric Administration’s (NOAA) Office of Program Planning and Integration, where he worked to identify and analyze significant emerging geopolitical, economic, and environmental issues and trends, to understand their potential strategic impact on the Agency’s ocean, coastal and climate programs. In this role, he contributed to strategic planning products and the integration of Agency policies and programs. A key componant of his role included advising senior leadership and overseeing implementation of the resource management aspects of the U.S. Ocean Action Plan, including facilitating coordination with federal and state partners.

In parallel to this role, Mr. Fippinger also served as Executive Secretariat for the U.S. Subcommittee on Integrated Management of Ocean Resources, Co-chaired by the White House Council on Environmental Quality, the National Oceanic and Atmospheric Administration, Department of Interior and the Environmental Protection Agency. In this capacity, he coordinated administrative management of the Subcommitee and supported Administration leadership in developing methodology for 1) coordinating the activities of executive departments and agencies regarding management of living and non-living ocean resources, and 2) facilitating coordination and consultation regarding these issues among Federal, State, Tribal, and local governments, the private sector, foreign governments, and international organizations.

From 2004-2006, Mr. Fippinger worked for the Consortium for Oceanographic Research and Education, providing program management for the U.S. components of the Census of Marine Life – a 10-year scientific initiative to assess and explain the diversity, distribution, and abundance of life in the oceans. Previous to 2004, Mr. Fippinger served in a variety of consulting positions on international maritime policy issues for both domestic and international clients.

In 2004, while consulting on international issues to the U.S. National Marine Fisheries Service, Mr. Fippinger earned a Meritous Honor Award from the U.S. Department of State for his role as a technical advisor to a U.S. Government Delegation. Mr. Fippinger was a consultant to the Presidentially-appointed U.S. Commission on Ocean Policy, whose final report had a significant impact on the Federal government’s approach to interagency coordination of federal ocean activities, as well as a broader impact internationally. In this capacity, Mr. Fippinger’s identified and analyzed aspects of existing U.S. policies and governance mechanisms to provide draft recommendations to Commissioners on the issues of marine protected areas, conservation and management of coral reefs, and coastal development and tourism. In 2001, and again in 2002, Mr. Fippinger has provided contract support to the Executive Secretariat of the Convention on Biological Diversity, serving as interim Program Officer in 2001 for the Convention’s marine and coastal program of work.

In 2002, Mr. Fippinger was awarded the John A. Knauss Marine Policy Fellowship, and served as legislative staff to the U.S. Senate Committee on Commerce, Science, and Transportation. In this role, he supported the Chairman of the full Committee, as well as the Subcommittee on Oceans, Atmosphere, Fisheries and Coast Guard, providing oversight support to the programs of the National Oceanic and Atmospheric Administration and the U.S. Coast Guard.

Mr. Fippinger holds a B.A. from North Central College in Naperville, Illinois and a M.A. in International Policy Studies from the Monterey Institute of International Studies in Monterey, California.


Tammi Hayes
 

TAMMI HAYES – Principal

Tammi Hayes is currently a Principal at Good Harbor Consulting, a Washington DC based strategic consulting firm focused on the fast developing areas of homeland security, cyber security, critical infrastructure protection and counterterrorism. Tammi has over 15 years experience in business development and strategic consulting. Most recently, she was a Director at RSA Security, where she led the development and success of a new business unit within RSA focused on consumer services. Prior to working with RSA Security, she founded and served as President of Capital Strategies Group, Inc., a Washington DC based high-tech business development, strategic partnering and venture capital firm. Tammi has also advised various global companies on domestic and international regulatory and policy related issues. Tammi has worked extensively overseas in Eastern Europe, Asia and Africa in the financial, technology, defense and petrochemical sectors. While working in South Africa and London, she wrote African Capital Markets which was purchased by investors worldwide.

Ms. Hayes is skilled at business development, both domestic and international. Over the past several years, Ms. Hayes has conducted negotiations between several U.S. companies and foreign ventures. Her expertise lies in structuring strategic partnerships and financial transactions, raising venture capital and developing relationships, both business-to-business and business-to-government.

In January 2000, Ms. Hayes founded and managed Futuris Capital, LLC with partners at top investment banks on Wall Street for the purpose of raising seed capital for high-tech internet, security and infrastructure-related companies. Futuris Capital is a fund comprised of individual private equity investors from the top-tier investment banks. Ms. Hayes was instrumental in Futuris Capital’s $7.25 million private equity investment in a Virginia-based smart card development company, which was subsequently acquired by a large public IT security company.

Ms. Hayes received a B.A. in Russian Language, Literature and Culture and a B.A. in International Relations from Syracuse University. She studied at Moscow State University in 1989 as an undergraduate, received her M.A. in International Business cum-laude, and studied at University of Nairobi in Kenya, Africa in 1993–1994 and at Georgetown University. Ms. Hayes has traveled extensively throughout Eastern Europe, Western Europe, Africa and Asia. She speaks Russian, French, Spanish, and Swahili.


JOHAN JOUBERT
 

JOHAN JOUBERT – Principal

Johan Joubert is a Principal at Good Harbor where he specializes in critical infrastructure protection, maritime security, and counterterrorism. He has eighteen years of applied security experience, knowledge and practical application of Industrial Security systems gained through formal studies and experience in the Military and Industrial Security environment in Africa and the Middle East.

Mr. Joubert consults principally to foreign clients within the areas of risk management and mitigation, emergency preparedness and crisis management, and strategic planning. He serves clients in the oil and gas and critical infrastructure environment within the Middle East Region and is headquartered in Abu Dhabi, United Arab Emirates.

Mr. Joubert joined Good Harbor in January 2008 after completing seven years with Qatar Petroleum in Doha, Qatar as their Industrial Security Risk Manager and Analyst in the petrochemical environment. Mr. Joubert is an ASIS Board Certified Protection Professional (CPP) in Security Management.

Mr. Joubert successfully held positions as Country Security Director within Mozambique, Botswana as well as Security Systems Manager at the head office of COIN Security International in South Africa. As the country security director, he managed and directed industrial, aviation, commercial, and hotel security operations (Manned Guarding, Electronics and Assets-in-Transit) in African countries. He performed risk assessments, surveys and audits, as well as financial management and corporate budget, sales and marketing duties. Mr. Joubert managed and directed in-country security planning, management, logistics, client service and liaison, as well as fleet management. He also administered security training of country nationals, and managed a security training school.

Prior to moving into the Industrial Security environment, Mr. Joubert served for fourteen years as an Army and Naval Officer in the South African National Defense Force (SANDF), specifically as an Army Reconnaissance Wing Intelligence Officer at the former 32 Infantry Battalion earning the Pro Patria medal and 32 Battalion Recommendation for combating terrorism.

As a Naval Combat Officer and Helicopter Controller, Mr. Joubert served on various naval ships with his last seagoing post as the Communications and Intelligence Officer onboard the SAS DRAKENSBERG combat support ship.

Mr. Joubert also served as Staff Officer Naval Intelligence at the Naval Headquarters, and Senior Staff Officer Maritime Security and Intelligence at the Defense Intelligence Head Quarters.

Mr. Joubert earned his commission as a graduate of the South African Naval Academy in 1988. His professional military schooling includes graduation of the Naval Staff and Warfare course as well as successful completion of the Advance Military Intelligence and Counter Intelligence, Covert Collection and Agent Handling, VIP Close Protection and Astro-Navigation courses.


Mr. Joubert is the recipient of the Chief of Naval Staff recommendation, SANDF Ten Year Good Service, Pro Patria, General Service and Unitas Medals.


GERHARD F. KUSKA, PH.D.
 

GERHARD F. KUSKA, PH.D. – Principal

Dr. Gerhard Kuska has served over the past 25 years in a variety of ocean-, maritime- and environment-related positions. Most recently he served as Associate Director of the White House Council on Environmental Quality and Director of Ocean and Coastal Policy in the Executive Office of the President. In this role he represented and provided advice to the President and the Chairman of the Council on Environmental Quality on a broad range of ocean, coastal and maritime policy issues. He oversaw the implementation of the President’s Ocean Action Plan, including initiatives such as the Papahanaumokuakea Marine National Monument in the Northwestern Hawaiian Islands, the reauthorization and strengthening of the Nation’s premier fishery management law, and chaired or served on several senior-level interagency committees.

Previously Dr. Kuska worked with the National Oceanic and Atmospheric Administration, where he served as a Senior Policy Advisor on ocean policy. Prior to that, he served on the staff of the presidentially appointed U.S. Commission on Ocean Policy, where he advised the commissioners and staff on ocean governance issues and contributed to the drafting of the Commission’s landmark report. Dr. Kuska has worked with two United States Senators, the United Nations, academia, and several multi-national corporations in the maritime and aviation cargo logistics industries dealing with a broad range of issues, including international freight forwarding and shipping, maritime security, coastal management, water and air quality, fisheries management, ocean education and outreach, and national, regional and global governance. Dr. Kuska also has extensive international experience, including travel to more than 45 countries and business dealings with an additional 60 countries. He held senior management positions with two global transportation logistics corporations; and several of his postings were in Europe, during which time he was responsible for corporate affairs in the Middle East. He also holds a License as a U.S. Customhouse Broker since 1990.

Dr. Kuska received his Ph.D. in Marine (Policy) Studies from the University of Delaware, where he conducted research on interagency collaboration in the ocean policy arena.


James LeMesurier
 

JAMES LEMESURIER – Principal

James LeMesurier is a Principal at Good Harbor in the Safety and Security Master Planning practice. He joined Good Harbor in January 2008 and is based in Abu Dhabi. Mr. LeMesurier specializes in risk management, emergency planning, and critical infrastructure protection. He has served in the British Armed Forces, United Nations, European Union, for the U.K. Foreign and Commonwealth Office and the commercial sector.

Mr. LeMesurier was educated at University College of Wales (Aberystwyth) and the Royal Military Academy Sandhurst where he was awarded the Queen's Medal (The Best Student Prize). He was commissioned into the British Army and saw wide-ranging operational service, including in support of the police in Northern Ireland. He was seconded to the Office of the High Representative in Bosnia and Herzegovina, before deploying to Kosovo as the intelligence coordinator for Pristina City after the NATO intervention.

Mr. LeMesurier left the British Army in 2000 and joined the United Nations as the deputy Head of the Advisory Unit on Security and Justice, the Special Representative of the Secretary General's security policy body within the United Nations Mission in Kosovo (UNMIK). In this position he acted as the political advisor to the U.N. Police Commissioner and represented the SRSG on civil-military-police coordination bodies. He led interdepartmental working groups developing the regulatory regimes for private security companies and weapon possession and control. Mr. LeMesurier then worked as an advisor on Economic Crime with the EU Mission in Kosovo, supporting units countering money laundering, terrorism, smuggling, anti-corruption and financial disclosure.

For the Foreign and Commonwealth Office, Mr. LeMesurier was appointed to lead a joint U.K./U.S. mission in Jerusalem, supporting the Ministry of Interior of the Palestinian Authority to implement the Ramallah Agreement. During the course of this two-year mission he learned Arabic to an operational level. After a further six-month immersion language course in Amman, Jordan, he was recruited as a special advisor to the Iraqi Minister of Interior in Baghdad, developing the specialist police capability. In 2005, Mr. LeMesurier joined Olive Group as Vice President for Special Projects where he deployed to Aceh in support of the tsunami recovery operation and to Lebanon during the 2006 war. He led project teams of 30 staff, developing the capability of security units to protect critical national infrastructure.


Rod Lyman
 

ROD LYMAN – Principal

Rod Lyman is a Principal with Good Harbor Consulting based in Abu Dhabi, UAE, where he specializes in interagency coordination and integration, maritime security, and strategic program development. He has over 30 years of in-depth experience in leadership, management, and administration of military and security operations, analysis, and support. He has worked development issues both in the US military as well as in commercial venues.

Immediately prior to joining Good Harbor, he was a systems engineering and technical assistance (SETA) contractor at Scitor Corporation, Chantilly, Virginia. Mr. Lyman’s clients included the National Reconnaissance Office, the Central Intelligence Agency, the National Geospatial-Intelligence Agency, and the National Security Agency. He specialized in the development and fielding of metrics-based performance contracts, management assistance, and re-engineering of processes as well as development and delivery of training in performance assessment, contract writing, and quality assurance. During that period he drafted, published for solicitation, and participated in source selection for a performance based $250M infrastructure services contract awarded in 2001, and a protective services contract in 1999, the only two such contracts in the NRO. The infrastructure effort was nominated as an NRO candidate for the Packard Award for contracting excellence two consecutive years for incorporating innovative performance based metrics and the use of ISO 9001 quality management systems.

Mr. Lyman’s military career included multiple operational assignments, with a tour as Commander, Task Group 168.3, operating out of Naples, Italy. Here, he was given responsibility for intelligence collection in support of US Sixth Fleet and national intelligence requirements, extensive liaison requirements, and interagency coordination. Prior assignments spanned a wide spectrum of active duty positions including direct support to the Commander in Chief (CinC), US Naval Forces, Europe/CinC, Southern Region Forces (NATO) on his personal staff and direct combat support to the multinational operating forces during Operation Desert Shield/Storm. This direct support occurred while deployed aboard USS LaSalle and assigned to Commander, Middle East Force/Commander, US Naval Forces Central Command. At that time he served as staff intelligence officer directing the efforts of up to 60 assigned personnel providing both analytical and collection management support during combat.

While assigned to the Office of Naval Intelligence headquarters, he was selected to assemble a collection capability to provide extremely detailed intelligence answering Navy/Marine Corps needs regarding island and coastal areas of the world. This program, the first effort of it’s kind, involved coordination with local embassy contacts and authorities, CIA, DIA, Pentagon, and Fleet elements; training, collection planning, equipping, and supporting the collection effort.

In an analytical tour, he authored then-definitive guide to Soviet submarine under-ice capabilities, a DIA-sponsored effort to provide a baseline of understanding of Soviet submarine operations in the Arctic Ocean. Mr. Lyman also served in a variety of operational assignments during his career earning numerous military awards and decorations.

Mr. Lyman earned a BS in chemistry from Xavier University in Cincinnati, Ohio; a Master of Arts in National Security Affairs from the Naval Postgraduate School in Monterey, California; a second MA from the Naval War College; and a Master of Science in Management from Salve Regina University.


Patrick Newman
 

PATRICK NEWMAN – Principal

Patrick Newman recently joined Good Harbor as a Principal specializing in maritime security and strategic development projects. He is a recognized expert in maritime security and homeland security professional development having served in the Coast Guard Office of Strategic Analysis and in the office of the Department of Homeland Security Chief Learning Office.

Prior to joining Good Harbor, Mr. Newman most recently was a consultant at Northrop Grumman Corporation where he managed all contract support in the office of the Department of Homeland Security Chief Learning Officer (CLO) and served as the chief advisor to the CLO on program creation, strategic planning and policy development.

Mr. Newman served the U.S. Coast Guard where he led a DHS Strategic Studies initiative, designed to provide high-level strategic education to senior DHS, state and local principals. He also designed and served as Exercise Manager for the United States Coast Guard Academy Annual New War Threat Exercise, a weeklong training capstone event, simulating a terrorist attack on the seaport of New London for First Class Cadets. In 2006, he led a comprehensive review of the Coast Guard's Homeland Security Professional Development System that will result in significant programmatic and organizational changes that will assist in identifying current and future training and education requirements and interventions for Coast Guard officers.

Mr. Newman served as Program Manager for the Coast Guard Office of Strategic Analysis in Coast Guard's Policy and Planning Directorate, where he worked to identify and analyze significant emerging geopolitical, economic, and environmental issues and trends, to understand their potential strategic impact on the U.S. Coast Guard and the Department of Homeland Security, and to develop strategies to ensure service capability and success in future operating environments. He also served on the U.S. Coast Guard's Core Team for Evergreen, the service's scenario-based strategic planning process. He served as CG Liaison to the White House Council on Environmental Quality during the creation of the President's Ocean Action Plan, and was a staff member and contributing author to the U.S. Commission on Ocean Policy report "An Ocean Blueprint for the Twenty-first Century."

Mr. Newman joined the Coast Guard Academy staff in 1998 to coordinate all aspects of the Coast Guard Academy's marine transportation and maritime security activities. He has brought his managerial, research and policy skills to bear on a wide range of security-related projects including the Academy-sponsored Navigating the Uncertain Waters of the 21st Century: The Role of New Technologies in Building a Competitive and Secure Maritime Infrastructure. Mr. Newman also designed and developed the National Harbor Safety Information Clearinghouse and Exchange; a website designed to foster improved communications among maritime users responsible for the efficient, safe, and secure operation of America's ports and waterways.

Mr. Newman serves on the Advisory Boards for the University of Pennsylvania Graduate Program in Public Health Preparedness and the National Council on Readiness and Preparedness, and is an Executive Committee Member of the Northern Command Homeland Security/ Defense Educational Consortium.

Mr. Newman is the recipient of numerous Coast Guard awards, including the Commandant's Bronze Medal. He received the Robert E. Lorish Prize for Excellence and Leadership in International Relations and was awarded the prestigious Atlantic Council 1997 NATO Essay Prize for Excellence in Writing for his essay "Consolidating and Globalizing the Transatlantic Relationship: An Agenda for the New Millennium." His most recent book chapter can be found in the McGraw-Hill Homeland Security Handbook, entitled "Considering a New Paradigm for Strategic Studies." A Navy veteran, Mr. Newman served as an operations specialist on three Western Pacific deployments. Mr. Newman holds a juris doctor degree from Roger Williams University School of Law and a bachelor's degree in Government from Connecticut College.


John F. Schoew
 

JOHN F. SCHOEW – Principal

John F. Schoew is a Principal overseeing International Programs at Good Harbor and specializes in critical infrastructure protection, risk management, and security planning. He also advises clients on marketing strategy in public and private sector markets. Schoew is based in Abu Dhabi, United Arab Emirates, and oversees Good Harbor's projects in the region.

Mr. Schoew joined Good Harbor in January 2004 from the Monitor Group, a global management consulting firm headquartered in Cambridge, Massachusetts, where he worked as a project leader in the firm's marketing strategy and executive development divisions. His consulting experience over the last eight years includes work for national governments and private sector clients in the energy, high-tech, pharmaceutical, biotechnology, and telecommunications sectors.

Mr. Schoew holds a master's degree from Georgetown University's School of Foreign Service, where he studied foreign policy, national security, international business diplomacy, and counterterrorism. While in graduate school, he worked at Andersen Consulting (now Accenture) and for the United Nations. He holds a certification in Industry Security Vulnerability Assessments from the American Petroleum Institute and is trained in the CARVER Target Analysis & Vulnerability Assessments methodology, among others. Schoew received a B.A. in English Literature and Spanish from the University of Richmond in 1994.


Marius Strydom
 

MARIUS STRYDOM – Principal

Marius Strydom is a principal overseeing security training and education with Good Harbor, based in Abu Dhabi. He has served in senior positions in the military, commercial security and security training institutions with more than 20 years of experience in Africa and the Middle East. He specializes in the design of security training programs for organizations and career paths for individuals in the areas of asset security, security management, investigations, critical infrastructure protection, civil protection, aviation and maritime security.

Mr. Strydom consults primarily to clients on training and education programs and career pathways in the areas of vocational security training, executive education and professional development. He serves clients in the oil and gas industry and critical infrastructure environment within the Middle East and is headquartered in Abu Dhabi.

Mr. Strydom joined Good Harbor in June 2008 after serving 6 years in the training and educational environment in Doha, Qatar. He served as the Executive Director of the Security Academy at the College of the North Atlantic – Qatar. He was tasked to start up a security training department at the College of the North Atlantic – Qatar. As founder Executive Director he implemented certified training programs that provided career pathways for security personnel in asset security, security management, investigations, civil protection, aviation and maritime security serving the commercial and petro chemical environments. Prior he served at Qatar petroleum and starting up the security training section at Qatar Petroleum's Corporate Training Department providing petrochemical security personnel with career path training programs and opportunities. His services were rewarded with the Service in Excellence Award.

Prior to moving to the Middle East, Mr. Strydom held the position of General Manager for COIN Botswana providing commercial and industrial security operations. Responsible for 9 branches country wide he was responsible in providing commercial and individual clients with manned guarding, cash-in-transit and electronic security services. His general manager responsibilities included strategic management, financial planning and control, operational and technical management, customer service and fleet management.

Before embarking on a career in commercial security, Mr. Strydom had a distinctive military career in the South African National Defense Force. He is a former lt colonel serving in the South African Army and the South African Special Forces. He earned his commission in 1975 at the School of Infantry. Before joining the permanent force, Mr. Strydom acted as the Second-in-Command of Wynberg Battalion, a citizen force infantry unit. His military career schooling includes attending several military courses in security, intelligence, counter-intelligence, covert agent handling and attended specialized courses at the National Intelligence Agency. His postings include being the Staff Officer Counter Intelligence Western Province Command, Staff Officer Operational Security SA Army HQ and Staff Officer Counter Intelligence Special Forces Brigade. He specialized in operational security for Special Forces operations and received the GOC Special Forces' Merit Award for Outstanding Services. He developed several courses for Special Forces in physical surveillance and executive protection. He is a staff course graduate from the South African Army College and is the recipient of several military medals for good service and combat duty.

Mr. Strydom is Board Certified in Security Management as a Certified Protection Professional and served as Vice-Chairman on the executive committee of the Doha ASIS Chapter. He is a graduate of the University of Stellenbosch and holds a BA and Honors degree. He holds in addition a post graduate Higher Education Diploma from the University of Stellenbosch. Mr. Strydom holds instructor qualifications in several vocational straining systems and was credited with passing the courses with distinction.


Michael W. Trott
 

MICHAEL W. TROTT – Principal

Michael W. Trott is a protective operations advisor with 24 years of combined military, government, corporate and private sector security experience and is based in Abu Dhabi. He came to Good Harbor from an international Fortune 50 company, where he was a Senior Security Advisor in the area of executive protection.

As a senior advisor, Mr. Trott provided close protection to two consecutive high-wealth CEOs and their families. He advised and managed their respective international security operations, liaising with corporate, government and private intelligence providers on protective intelligence matters. He also advised on security matters related to internal and external events, including supervising technical surveillance counter measures.

Mr. Trott began his career as a Security Specialist in the United States Air Force. While stationed in Europe, he served as a member of a select protective operations team under the Air Force Office of Special Investigation, providing protection to three consecutive Generals during periods of high-threat conditions and during the periods of Operations Desert Shield and Desert Storm. He also provided protective operations assistance for the U.S. Witness Protection Program under the direction of the U.S. Marshal Service.

Also while in Europe, he served as a special weapons and tactics instructor, team leader and field supervisor for a 15-man tactical team, and conducted bilateral training and joint operations with the German Special Police unit, Spezial Einsatz Kommando (SEK).

Mr. Trott’s last overseas assignment was as a military undercover narcotics agent, serving with the Joint Drug Enforcement Team (JDET). He concluded his military career as an instructor at the U.S. Air Force Security Specialist Academy.

After his time in the Air Force, he continued his security career with the Central Intelligence Agency (CIA) as a Special Agent and Assistant Team Leader, serving on the protective security detail for the CIA Director and several deputy directors for more than six years. He also supported the agency’s Global Response Security team, providing critical low-profile personal protection in various overseas locations in extreme high-threat conditions, including operations in Kosovo. He consummated his career at the CIA in the Clandestine Services of the Directorate of Science and Technology.

Mr. Trott is a graduate of the U.S. Federal Law Enforcement Academy and holds degrees in Police Administration and Instructor Technology from the Community College of the Air Force and the University of Maryland.


Homer Wilkes
 

HOMER WILKES – Principal

Homer Wilkes is a Principal for Good Harbor Consulting. Mr. Wilkes has extensive international experience through liaison with foreign ministries, embassies, consulates, foreign military forces representing the US Government in public and private forums related to technology development, program oversight and combat support with potential for technology transfer including support to foreign military and other governmental training programs. Mr. Wilkes specializes in interagency coordination, aviation risk management and mitigation, and weapons of mass destruction interdiction.

Mr. Wilkes served in the US Marine Corps for 20 years. Mr. Wilkes service highlights include serving as an F/A-18 aviator for Marine Fighter Attack Squadron 312 while embarked aboard USS Enterprise. In 1998, Mr. Wilkes led carrier-based combat missions in support of Operations Southern Watch and Desert Fox in Iraq and Operations Noble Anvil and Deliberate Forge in the Balkans earning an Air Medal and the Navy and Marine Corps Commendation Medal with a combat distinguishing device. During Operation Enduring Freedom, Mr. Wilkes supported 26 Marine Expeditionary Unit (Special Operations Capable) and Task Force 58 as the Security Director for Kandahar International Airfield earning the Combat Action Ribbon. Mr. Wilkes was responsible for coordinating operations of international airfield for U.S. Government and coalition operations. He provided the daily leadership and planning support to coalition and Special Operation Forces and coordinated the defense of over 3000 Marines, sailors, soldiers and coalition forces. He synchronized the Joint and Combined operations by working with the key stakeholders during the operation to coordinate the flow of U.S. military, Department of Justice, and other government, commercial and coalition aircraft into Kandahar during the conflict. He was directly responsible for coordinating the flow of humanitarian support to the International Committee of the Red Cross (ICRC) and the return of the United Nations Delegation to Afghanistan.

After the consecutive combat tours, Mr. Wilkes attended the Naval Postgraduate School of International Studies in Monterey, CA focusing on international relations, political economy, security institutions and post-conflict security development. After leaving graduate school, Mr. Wilkes served as the Deputy Division Chief, Systems Application Division, Technology Development Directorate, in the Defense Threat Reduction Agency. He was responsible for leading and coordinating the activities military and civilian program managers to develop U.S Government capabilities for combating Weapons of Mass Destruction and to develop potential international joint ventures designed to develop weapons to defeat hard and deeply buried targets, weapons of mass destruction counterforce capabilities including detector and sensors, technologies to support Special Operations Forces and capabilities to characterize and assess underground facilities.

Mr. Wilkes’ final assignment was in support of the US Strategic Command Center for Combating Weapons of Mass Destruction. During this tour, Mr. Wilkes represented the USG to Proliferation Security Initiative Operational Experts Group (OEG) meeting to enhance WMD Interdiction capabilities. He was also named as a DoD representative to the National Security Council led sub-Policy Coordination Committee for Interdiction. During this period, Mr. Wilkes was also responsible for advising the DTRA Director on USG policy for WMD Interdiction issues and developing a support plan for the agency to integrate its already mature combating WMD interdiction and counter proliferation programs with the internationally focused Proliferation Security Initiative.


Vann Young
 

VANN YOUNG – Principal

Vann Young is a Principal with Good Harbor based in Abu Dhabi, UAE, where he specializes in maritime security and strategic development. He has 25 years of leadership, business management, and consulting experience leading teams and complex organizations; initiating and implementing high impact organizational development and leadership training programs; and developing major strategic planning proposals for government and private sector entities. He has a diverse military and maritime operations background having attained the rank of Captain (O6) in the U.S. Coast Guard.

Prior to joining Good Harbor, Mr. Young was a leadership and business consultant with AIM Consulting Associates where he focused on organizational performance, strategy, and leader development. He was also an Adjunct Professor at Rensselaer Polytechnic Institute’s Lally School of Management and Technology teaching within the Strategy and Organizational Development disciplines.

After earning his commission as an officer in the U.S. Coast Guard, Mr. Young began his military career as a deck watch officer and operations officer aboard Coast Guard cutters patrolling the Northwest Atlantic and Caribbean conducting fisheries and law enforcement operations. While commanding a multi-mission cutter, his unit was credited with one of the largest cocaine seizures of the early drug interdiction era. He also spent four years as a company officer at the Coast Guard Academy where he was responsible for the personal and professional development of over 400 future officers. Mr. Young later commanded a Coast Guard cutter in New England that participated in monumental test programs involving electronic navigation systems and on-line configuration-based maintenance systems that led to Coast Guard-wide implementation. He served as Chief Program Director of the Leadership and Professional Development Division in Washington, D.C. where he was a key participant in the creation and implementation of the Coast Guard Leadership Development Center.

In 1998, Mr. Young was selected as the first Director of the Leadership and Quality Institute at the Leadership Development Center where he oversaw extensive resident and exportable training programs throughout the Coast Guard. During this tour, Mr. Young was an integral team member in planning and executing a U.S. Department of Transportation Senior Strategic and Leadership Team initiative with the U.S. Secretary of Transportation and 27 senior government executives creating a strategy and decision-making architecture for the 21st century. From 2000 to 2003, he served as Senior Director of Coast Guard Officer Candidate School where he led the charge in developing and delivering a personnel accession plan that increased student throughput by 75% to meet the country’s demand for Coast Guard leaders following the terrorist attacks of 9-11. He was also called upon to consult in the strategic planning process to transition the Coast Guard into the newly formed U.S. Department of Homeland Security. In addition, he was instrumental in developing and delivering the first Executive Leadership Program for the Coast Guard’s most senior personnel.

In 2003, Mr. Young was assigned as the Executive Officer of Coast Guard Integrated Support Command Boston providing a complete and responsive support system to 5800 personnel and 112 units in the Northeast. During this tour, he was responsible for supporting all federal, state, and local law enforcement agencies conducting security operations for the 2004 Democratic and Republican National Conventions. He also executed strategic plans to support newly established Maritime Safety and Security Teams along the East coast. In 2005, he was chosen to lead a team of maritime experts on a mission to the Republic of Georgia to train and prepare a new Coast Guard force in the areas of operational and security readiness.

Mr. Young has earned numerous military awards. He is also the first recipient of the Coast Guard Academy Alumni Achievement Award for Leadership. Mr. Young has also served as a spokesperson for the Combined Federal Campaign.

Mr. Young earned his B.S. in Management from the U.S. Coast Guard Academy, his M.S. in Human Resource Management from Rensselaer Polytechnic Institute at The Hartford Graduate Center, and his M.A. in National Security and Strategic Studies from the Naval War College.


JACK ZETKULIC
 

JACK ZETKULIC – Principal

Jack Zetkulic is a foreign affairs professional with expertise in diplomatic and interagency leadership training, institutional capacity building, and foreign policy management.

Mr. Zetkulic came to Good Harbor from the State Department, where he was a Senior Foreign Service Officer with the rank of Counselor. His overseas assignments included postings as Deputy Chief of Mission or Charge d’ Affaires in Belgrade, Sarajevo, and Bern. He also served in Warsaw, Munich, Stockholm, and Guangzhou. In Washington, he served in the Intelligence and Research Bureau, in the Politico-Military Affairs Bureau, and in the European Bureau, including as Coordinator of the Balkan Action Team and as Kosovo Task Force Director. He also has served as Executive Director of the Association for Diplomatic Studies and Training. Most recently, he was Director of Policy Leadership at the Foreign Service Institute.

Mr. Zetkulic’s awards include a Superior Honor award for his works as a member of the negotiating team at the Dayton Talks that ended the war in Bosnia. He also received a Superior Honor Award for helping to build democracy in Eastern Europe and the former Soviet Union when seconded to the O.S.C.E to establish, in Warsaw, the Office for Democratic Institutions and Human Rights.

Mr. Zetkulic is an honors graduate in history and diplomacy of Georgetown University’s School of Foreign Service.


Glenn P. Aga is the Managing Principal at Good Harbor Consulting responsible for domestic and international business operations. Mr. Aga is a multi-industry professional security and intelligence consultant advising U.S. government, foreign government, and corporate clients on a range of issues including corporate security risk management, information security technology, and emergency and crisis management.


Nicholas Bahr is a Principal at Good Harbor and leads the Surface Transport practice. He serves as the company’s lead subject matter expert in transport safety and security and is based in Abu Dhabi. Mr. Bahr has more than 23 years experience in system safety, security, resilience assurance, and risk management in the transportation, energy, manufacturing and aerospace/defense industries.


R. Kris Coleman is an international security consultant who has been involved in security operations for over 18 years. He is a former Special Agent with the Federal Bureau of Investigation, has served as an Intelligence Officer with the Central Intelligence Agency, and has managed a private security consulting practice.


Kiersten Todt Coon is Good Harbor’s Managing Principal for U.S. Operations. She oversees U.S. Operations and develops risk and crisis management solutions for IT, infrastructure, and homeland security clients in both the public and private sectors. She has served in both the executive and legislative branches of government and, most recently, worked with CEOs to leverage the expertise of the private sector to address government challenges.


Mike Edgertonis a principal with Good Harbor with over 20 years experience with maritime security, security risk management, critical infrastructure protection, and crisis management. During his military career in the U.S. Navy and U.S. Coast Guard, he served in operational positions as well as key positions pertaining to maritime and port security.


Peter Fippinger Peter Fippinger is a Principal with Good Harbor Consulting based in Abu Dhabi UAE, where he specializes in strategic development projects related to maritime security, safety, and environmental sustainability. He has over 15 years of applied experience in science, management and policy of ocean and coastal issues, and for the last eight years has served as a consultant and senior policy advisor to a broad range of clients.


Tammi Hayes is currently a Principal at Good Harbor Consulting, a Washington DC based strategic consulting firm focused on the fast developing areas of homeland security, cyber security, critical infrastructure protection and counterterrorism. Tammi has over 15 years experience in business development and strategic consulting.


Johan Joubert is a Principal at Good Harbor where he specializes in critical infrastructure protection, maritime security, and counterterrorism. He has eighteen years of applied security experience, knowledge and practical application of Industrial Security systems gained through formal studies and experience in the Military and Industrial Security environment in Africa and the Middle East.


Dr. Gerhard Kuska has served over the past 25 years in a variety of ocean-, maritime- and environment-related positions. Most recently he served as Associate Director of the White House Council on Environmental Quality and Director of Ocean and Coastal Policy in the Executive Office of the President.


James LeMesurier is a Principal at Good Harbor in the Safety and Security Master Planning practice. He joined Good Harbor in January 2008 and is based in Abu Dhabi. Mr. LeMesurier specializes in risk management, emergency planning, and critical infrastructure protection. He has served in the British Armed Forces, United Nations, European Union, for the U.K. Foreign and Commonwealth Office and the commercial sector.


Rod Lyman is a Principal with Good Harbor Consulting based in Abu Dhabi, UAE, where he specializes in interagency coordination and integration, maritime security, and strategic program development.
