ZUBI ANWAR – Director

Zubi Anwar is a Director on the Maritime Areas Supreme Security Committee (MASSC) Project for Abu Dhabi, U.A.E. leading the public affairs component of the MASSC Project for Good Harbor Consulting. She has over ten years of experience in media relations and journalism, coordinating PR campaigns, and developing multifaceted communications strategies for government agencies and private sector organizations. Most recently, she served as a Public Relations Marketing Consultant for Aquent International where she oversaw the planning and execution of diverse communications strategies and outreach initiatives.

Prior to that position, Ms. Anwar was a Media Public Relations Expert at L-3 Communications assigned to the U.S. Army’s Intelligence & Security Command Contract. In this capacity, she directed and launched all strategic media relations, public affairs activities, communications planning, and media campaign development for the Linguist Operations and Technical Support Division (LOTSD). Managing Iraq-based support teams, she created the first Media Relations Department and significantly raised national and international awareness with interest in the mission and purpose of LOTSD by leading the production of television ads and dissemination of press materials focused on driving passion to assist citizens of war-torn Iraq and Afghanistan.

Before joining L-3, Ms. Anwar was a Correspondent, Producer and a Writer for various television stations including Voice of America, where she wrote, produced, edited, and reported general assignment news, breaking news, and feature segments on politics, consumer affairs, healthcare, national defense, and education. Here she covered special news reports, conducted interviews with political, national, and international figures and developed stories involving diverse government agencies such as U.S. Department of State, Federal Bureau of Investigation (FBI), and Federal Emergency Management System (FEMA).

Prior to her role as an International Correspondent, Ms. Anwar administered public affairs support for the Commodore of the Royal Saudi Naval Forces/ Embassy of Saudi Arabia in Washington, D.C. She maintained positive relations between U.S. government officials and Saudi diplomats during volatile period of Operation Desert Storm.

Ms. Anwar earned a BA in Mass Communications/ Media Journalism from Towson University and is multilingual.


RANIA ADWAN
 

RANIA ADWAN – Director

Rania Adwan is a Director at Good Harbor. Her experience as a journalist and an Arabic speaker inform the UAE government in the areas of public affairs, media relations, crisis management and critical infrastructure security.

Prior to joining Good Harbor, Ms. Adwan was a Knight Fellow and visiting instructor at the University of Missouri-Columbia School of Journalism. She has written for the McClatchy Group as a correspondent in the Cairo Bureau. She has also reported from the Gulf States, North Africa, the Levant, the Palestinian Territories, Israel, Europe and the United States. Ms. Adwan has worked with Bob Schieffer, anchor of the CBS program Face the Nation, with the Japanese Asahi Newspapers and with KBIA, a National Public Radio affiliate.

At Georgetown University, Ms. Adwan was a research and teaching assistant to Douglas J. Feith, then a Professor and Distinguished Practitioner in National Security Policy at Georgetown University. She contributed research and editorial assistance to Mr. Feith’s book, War and Decision: Inside the Pentagon at the Dawn of the War on Terrorism.

Ms. Adwan received a bachelor of arts in journalism from the University of Wales – Cardiff. She is pursuing a master’s of science in Foreign Service from Georgetown University where she is studying the security challenges threatening the United States and Europe. Foremost in her research focus is the use of the Internet by terrorist organizations and the threat this poses to the security of the U.S. and its allies.


PATRICIA CHANG
 

PATRICIA E. CHANG – Director

Patricia E. Chang is a Director at Good Harbor where she specializes in homeland security, critical infrastructure protection, and emergency preparedness. As a strategic and contingency planner, her areas of expertise include policy, emergency management, and domestic and international security.

Ms. Chang joined Good Harbor after working for Booz Allen Hamilton on risk management and analysis projects, pandemic influenza planning, and Principal Federal Official (PFO) training. Her clients have included FEMA Ops, DHS Ops, and the DHS Office of Risk Management and Analysis (RMA) within the National Protection and Programs Directorate (NPPD). Ms. Chang has served in different capacities in North America, the Middle East, Southeast Asia, and East Asia throughout her career. Prior to Booz Allen, she spent a year as a Fulbright Research Fellow in Taiwan, where she examined the government and public health response to the 1999 Chi-Chi earthquake, and a summer as a Research Fellow at the Centre for Strategic and International Studies (CSIS) in Jakarta, Indonesia, where she examined the post-tsunami reconstruction efforts led by various aid agencies and government authorities.

As a masters graduate from the Harvard Kennedy School of Government (KSG), Patricia co-wrote a labor policy report in 2005, which was utilized by the Executive Office, an office of Sheikh Mohammed bin Rashid al Maktoum, who was then the Crown Prince of Dubai and UAE Minister of Defense.

Before attending graduate studies, Ms. Chang was a research assistant for the Executive Session on Domestic Preparedness (ESDP), an emergency preparedness and counterterrorism task force based at KSG. She graduated magna cum laude in Political Science and Women's Studies in Amherst College in 2001. Her publications include a chapter in First to Arrive: State and Local Responses to Terrorism and a chapter in an ESDP report "Beyond the Beltway: Focusing on Hometown Security." She speaks proficient Mandarin Chinese and Spanish and beginner bahasa Indonesia.


VINCENT M. HAMPTON SR.
 

VINCENT M. HAMPTON SR. – Director

Vincent M. Hampton Sr. is the Director of Operations overseeing Good Harbor Consulting operations in the United Arab Emirates. He has extensive international experience via service as an American diplomat assigned to the U.S. Department of State, U.S. Embassy Abu Dhabi and via liaison with foreign ministries, embassies, consulates, military forces, governments and both American and foreign private companies. Mr. Hampton is a veteran in the U.A.E. and previously served as Chief Information Officer for the U.S. Liaison Office, American Embassy, Abu Dhabi, representing U.S. Government and Department of Defense interests and acting as liaison in public and private forums related to technology employment, program oversight, operations and personnel management in support of Foreign Military Sales and military interoperability.

Mr. Hampton served in the U.S. Air Force for over 25 years in a variety of operations, management and information technology positions. His service highlights include service as a member of the Air Force Honor Guard, Chief Information Officer, Information Security Officer and Information Management Officer. Mr. Hampton is a veteran Department of Defense trained communications expert and has designed and implemented fully accredited secure network systems and was solely responsible for implementing battle tracking software, validating secure communications and managing an information technology team that maintained inter-agency connectivity between United States and multinational forces during steady state and mobile operations directly in support of Operations IRAQI FREEDOM and ENDURING FREEDOM. A decorated combat veteran, Mr. Hampton is credited with being the deepest deployed secure communications expert in the Air Force during Operation IRAQI FREEDOM and served as part of the 101st Airborne “Air Assault” Division where he recently received the Air Force Combat Action Medal. In service and support of the U.S. Department of State, Mr. Hampton designed and directed all U.S. Liaison Office communication operations for the 2007 Dubai Air Show to include a high tempo secure command center responsible for 17 American Aircraft and over 325 U.S. distinguished visitors and military personnel. In his capacity as Information Management Officer for the U.S. Liaison office, he served as the Department of Defense communications operational lead in support of Eagle Resolve 2007 and the Abu Dhabi International Defense Exhibition (IDEX).

Mr. Hampton specializes in operations, personnel management, information technology, Local Area Network (LAN) management and information security (INFOSEC) and is an expert in secure communications and team building. He has written master training plans for communication, Help Desk and support operations, served as Master Training Officer for Information Management personnel, Functional Manager/Career Field Manager and served as a Joint Defense Department Foreign Liaison in the United Arab Emirates. As a liaison he strengthened international relations, planned and managed all communications, personnel, and information management processes for a Joint Security Assistance Organization responsible for 42 Foreign Military Sales (FMS) cases valued at over $2.6 billion. As an operational expert Mr. Hampton also directed a full spectrum of Information Management and additional duties that included Freedom of Information Act, Privacy Act, records management, publications and forms management, Annual evaluations and Leave accounting.

Mr. Hampton is a Graduate of the Air Force Recruiter Training Course in San Antonio Texas, studied Technical Management at Embry Riddle Aeronautical University, holds a degree from the Community College of the Air Force in Information Resource Management, a Bachelors of Science in Occupational Education and a Bachelors of Science in Management with Honors with a specialization in Information Resource Management from Wayland Baptist University.


ROBERT KNAKE
 

ROBERT K. KNAKE – Director

Robert K. Knake is a Director at Good Harbor where he specializes in homeland security and critical infrastructure protection. He serves domestic and foreign clients in the areas of maritime security, emergency preparedness, risk assessment and strategic planning. He also supports Good Harbor's clients on aspects of cyber security including business development and strategic investment.

Mr. Knake joined Good Harbor after completing a master's degree in international security studies at Harvard University's Kennedy School of Government. While at the Kennedy School he served as a course assistant to Richard Clarke and Rand Beers and as a research assistant at the Belfer Center for Science and International Affairs on the Homeland Security Partnerships Initiative. During 2004, he worked at Boston Emergency Medical Services where he authored the Medical Consequence Management Plan for the 2004 Democratic National Convention in addition to other duties.

Prior to his graduate studies, Mr. Knake was a research associate in national security studies at the Council on Foreign Relations where he worked with Stephen Flynn and led research for the Task Force on Homeland Security known as Hart-Rudman II. Mr. Knake received a B.A. in History and Government from Connecticut College in 2001. He has written on security issues for The Boston Herald, The New London Day, The San Antonio-Express News, CSO and terrorismanswers.org. In 2006, he directed, with Steven Simon, the Century Foundation Task Force report "The Forgotten Homeland."


MICHAEL LUCY
 

MICHAEL LUCY – Director

Michael Lucy is a Director at Good Harbor focused on logistics, finance, and procurement for critical infrastructure protection and counterterrorism operations. With over 15 years of applied experience in risk mitigation and the United States Army, he serves clients within the Middle East Region and is headquartered in Abu Dhabi, United Arab Emirates.

Prior to joining the Good Harbor team, Mr. Lucy served as an Assistant Vice President at Hilb, Rogal and Hobbs (HRH), one of the nation's largest insurance brokerage firms. At HRH he developed and guided a team of highly specialized insurance professionals in creating unique risk management and insurance programs for clients.

Mr. Lucy formerly served as a Field Artillery Officer in the U.S. Army, holding various leadership positions while serving in Kuwait and Kosovo. During service in Operation Iraqi Freedom, he was the Officer in Charge of operations for a Forward Operating Base Operations Center in Al-Anbar, Iraq. Additionally, he served as the Base Force Protection and Anti-Terrorism Officer, and was assessed as having the best and most committed program in the Iraq Theatre during a U.S. CENTCOM Joint Security Directive Assessment.

Mr. Lucy is a graduate of the United States Military Academy at West Point with a B.S. in Management and Systems Engineering and a graduate of the Babson College F. W. Olin School of Management with a masters in Business Administration. He holds the Certified Insurance Counselors (CIC) designations and is a Major in the U.S. Army National Guard.


UDAY RAM
 

UDAY RAM – Director

Uday Ram is a Director at Good Harbor. Mr. Ram focuses on critical infrastructure protection as well as strategic planning for domestic and international clients.

Mr. Ram joined Good Harbor after earning a master's degree in Security Studies from Georgetown University, where he focused on security issues in South Asia, nuclear weapons proliferation/technology, and transnational threats. While at Georgetown, he served as a research assistant in intelligence studies at the Center for Peace and Security Studies, primarily working on issues surrounding foreign intelligence liaison as well as U.S. intelligence reform. He also served as teaching assistant for two Security Studies Program courses and coordinated several roundtable and Intelligence Speaker Series events.

Prior to his graduate studies, Mr. Ram was a research associate for national security studies and visiting fellows at the Council on Foreign Relations in New York. In that capacity, he supported the research for two Intelligence Fellows and also coordinated all aspects of the Council's annual Director of Central Intelligence Leadership Seminar. He also was appointed as co-lead research associate (along with Robert K. Knake) for the Task Force on Homeland Security Imperatives, chaired by Gary Hart and Warren Rudman. In addition, he contributed research and editorial assistance to Lawrence Korb's Council Policy Initiative A New National Security Strategy in an Age of Terrorists, Tyrants, and Weapons of Mass Destruction.

Mr. Ram holds a BA in Government and Economics from Cornell University and spent a year of study at the London School of Economics.


SIMON SAVAGE
 

SIMON SAVAGE – Director

Simon Savage joined Good Harbor Consulting as a Director in June 2008. He is based in Abu Dhabi and works on projects in the United Arab Emirates focusing on security master planning initiatives.

Mr. Savage has served in a range of appointments in the public and private sectors. He joined Good harbor from Olive Group where he was responsible for the management of projects focusing on security master planning, security risk management and business continuity planning. Prior to his time with Olive Group Mr. Savage was engaged by Asia Global Technologies to develop its business of designing and implementing high-technology security and intelligence solutions for national governments in the Gulf region and world-wide.

Before arriving in the Middle East, Mr. Savage was a consultant with Jakeman Business Solutions based in Canberra, Australia with whom he was engaged by the Australian Department of Immigration and Multicultural Affairs to develop international engagement strategies for the Department to further its foreign policy objectives and enhance Australian national security. During this time Mr. Savage was also involved in drafting the Security Risk Management Body of Knowledge.

Prior to joining the private sector, Mr. Savage worked within the Australian Foreign Affairs portfolio in a range of national security related appointments focusing on people smuggling, counter-terrorism and security of Australian missions overseas. The protection and furtherance of a broad range of Australian foreign policy objectives was a key component of his work in this area. During this period, Mr. Savage undertook 12 months of intensive Arabic language training achieving an intermediate level of Arabic language skill.

Mr. Savage received his undergraduate qualifications in law and political science from the University of Queensland. Mr. Savage's postgraduate work at the University of Queensland included a thesis in international relations focusing on international organized crime. Mr. Savage also holds a postgraduate diploma in Intelligence and Security from the Queensland University of Technology.


JOHN SARAFINI
 

JOHN SERAFINI – Director

John Serafini is a Director at Good Harbor focused on sourcing, negotiating, and monitoring investment opportunities for Good Harbor Partners and its affiliated investment funds primarily within the areas of homeland security, alternate energy, renewable fuels, and clean technologies. With ten years of experience in the security industry, he also serves as a Good Harbor consultant to domestic and foreign clients within the areas of critical infrastructure protection, IT security, homeland security, and counterterrorism.

Prior to joining Good Harbor, Mr. Serafini served as a consultant to the Singaporean government, providing advisory services in the research, measurement, and evaluation of Singapore's financial investment within disaster relief projects for the Asian tsunami crisis. From 1998 to 2004, he served as a U.S. Army infantry officer, at the 82nd Airborne Division and the Joint Security Area of the Korean Demilitarized Zone. Mr. Serafini received his B.S. degree in English & Systems Engineering from the United States Military Academy at West Point, his MBA from the Harvard Business School, and his MPA from the Harvard John F. Kennedy School of Government.

Mr. Serafini is the Founder and Director of Mountains for Miracles, a registered 501(c)(3) non-profit organization devoted to raising capital and awareness for innovative pediatric oncology research through the pursuit of epic mountaineering and trekking endeavors.


STACY SIMPSON
 

STACY SIMPSON – Director

Stacy is a director at Good Harbor Consulting specializing in supporting the communications and marketing needs of its U.S. clients. She has more than eight years of experience designing, managing and implementing public relations campaigns for clients in the information security and critical infrastructure protection industries.

Previously, Ms. Simpson led the Security Practice for technology public relations firm Merritt Group. In that role, she developed and managed communications activities for numerous information security industry leaders including Check Point Software Technologies, Qualys, Secure Computing, SPI Dynamics and Pointsec Mobile Technologies. Ms. Simpson also led communications activities for the Cyber Security Industry Alliance, the public policy association representing the information security industry in Washington and Brussels. Prior to joining Merritt Group, she spent more than three years at FitzGerald Communications where she managed most of the firm’s security-related business.

Given her specialized experience in the security industry, Ms. Simpson is extremely knowledgeable on its related technologies and policy issues. She uses this expertise to help corporations and industry groups design strategic communications programs, develop impactful corporate and product positioning and messaging, and create compelling content.

Ms. Simpson began her career at Waterford Public Relations where she managed media programs and grassroots outreach campaigns for clients in the real estate and health care industries. She holds a B.A. in Public Relations/Advertising from Penn State University.


KRISTINE YOUNG
 

KRISTINE YOUNG – Director

Kristine Young is a Director with Good Harbor working in support of the company’s contract with the Maritime Areas Supreme Security Committee in Abu Dhabi, UAE. In her role, Ms. Young focuses on logistics, finances, staffing, and business development. She has over 18 years experience as a dynamic professional with cross-functional expertise in communications, strategic master planning, logistics, insurance, finance, marketing, and customer service.

Ms. Young joined Good Harbor after working as a project / relationship manager and business consultant with AIM Consulting Associates. In this capacity, she was responsible for guiding project teams and working directly with clients to create and actively monitor detailed project plans to ensure all critical timelines and budgets were met. She was also instrumental in providing support to senior consultants in delivering customized approaches to solving business challenges for both governmental and private sector customers.

Before entering the consulting profession, Ms. Young served many years as a marketing and operations professional in the insurance industry for Hartford Life Insurance Company, Met Life, and Travelers Life and Annuity. She has specialized in the areas of business development, change management, workflow analysis, process improvement, contract analysis, institutional investment products and customer service. She has also worked as a district manager for Automatic Data Processing.

Ms. Young holds a B.S. in Corporate Communications from Southern Connecticut State University.
