At Good Harbor, we operate on the premise that, despite all best efforts, crises, emergencies and disasters will always put extreme pressures on all levels of government and may even temporarily overwhelm agencies' capabilities. With this guiding principle, we employ a strategy that addresses the full lifecycle of emergency management, starting with a complete diagnostic analysis of existing plans, processes and systems, and include a thorough evaluation of internal continuity of operations procedures. We recommend strategies that promote continuous improvement in all phases of emergency management (preparedness, response, recovery and mitigation), and devise viable catastrophic contingency plans for worst-case scenarios. We understand the wide range of global threats and risks, we draw upon best practices and lessons learned from around the world and we find new ways to maximize interagency coordination and interoperable communications under the most difficult circumstances. We know the latest technologies and effectively integrate them across the organization to maximize operational efficiency. Developing and maintaining skilled staff is crucial; we give special attention to building effective internal crisis management teams. We also recognize that any successful strategy involves broad-based public participation and awareness while harnessing the power of the private sector.
